Explanation:

The City and the CRA have met with Florida Department of Transportation (FDOT) several times over the years, during the planning stage of the A1A reconstruction project to pursue installation of additional traffic signals along A1A between Johnson Street and Sheridan Street; both for pedestrians to cross A1A and vehicles turning from side streets onto A1A. During an early meeting FDOT indicated they would approve the City constructing a Traffic Signal at the Intersection of A1A and Garfield Street; at the exit point for the City’s Garfield Street Parking Garage.

 

FDOT has jurisdiction over State Road A1A and its intersection with Garfield Street. The Community Redevelopment Agency’s Consultant, Kimley Horn and Associates, Inc. has submitted permit plans to FDOT for a Traffic Signal to be constructed as part of the undergrounding of utilities and landscape phase of the A1A project.

 

The CRA and the City desire to install an upgraded mast arm signal structure (painted black) instead of the standard grey finish;  FDOT’s approval conditions for the permit of a traffic signal with a painted mast arm assembly is a Maintenance Memorandum of Agreement approved by City Resolution, requiring the City to maintain the painted surfaces. Maintenance of the painted traffic pole and mast arm will be provided by the CRA, as the traffic signal is located in their district.
