Staff Recommends: Approval of the Attached Resolution.

 

 

Explanation:

In project kick off meetings with Police Command staff and Development Services staff; a decision was made to secure the services of a Police Design Architectural Consultant subject matter expert to assist staff in guiding the largest and most transformative of the GOB projects.

 

The City followed the procedures established in the Florida Statutes, Section 287.055, Consultants’ Competitive Negotiation Act to procure services from such consulting firms.  The City advertised on Bidsync on April 8, 2019, a Request for Qualifications to Provide Architectural/Engineering Programing and General Consulting services for Police Headquarters Architectural/Engineering Programing services. Statements of Qualifications were received on May 7, 2019 from four (4) firms. The Evaluation Committee was comprised of in-house professionals, more specifically; the City Engineer, the Director of Development Services, the Assistant Director of Public Works and two (2) Police Majors

 

The four firms submitting Statements of Qualifications were: Synalovski Romanik Saye, LLC; Saltz Michelson Architects; McClaren Wilson & Lawrie, Inc. and Netta Architects. Upon review of the Statement of Qualifications, the firms were ranked based upon specific selection criteria established in the Request for Qualifications. 

 

Oral Interviews were held on May 21, 2019 with the following two (2) highest ranked firms as recommended by the Evaluation Committee:

 

1.                     McClaren Wilson & Lawrie, Inc.

2.                     Netta Architects

 

After the Oral Interviews were held the Evaluation Committee ranked the following two (2) firms in the following order for consideration:

 

 

1.                     McClaren Wilson & Lawrie, Inc.

2.                     Netta Architects

 

Staff recommends negotiations begin with the top ranked firm and to execute the attached agreement.  In the event that negotiations are unsuccessful, then staff recommends that they have the ability to then negotiate the attached contract with the next ranked firm.
