Explanation:

On December 5, 2018, the City Commission adopted Resolution No. R-2018-387, which called for a special election on March 12, 2019 asking whether the City shall be authorized to issue general obligation bonds to improve police and fire public safety facilities, technology and equipment.  Exhibit A attached to Resolution No. R-2018-387, titled “Police and Fire Public Safety Facilities, Technology & Equipment,” is a list of projects to be funded by the general obligation bonds, if approved by the electorate.

On March 12, 2019, the special election was held.  According to the certified results of the special election, the electorate approved the proposed bond issue.  On March 20, 2019, the City Commission adopted Resolution No. R-2019-042, which accepted the certified results of the special election.

The City wishes to substitute projects listed in the “Fire Equipment” portion of Exhibit A.  As required by Section 7.A of Resolution No. R-2018-387, the City has consulted with bond counsel with respect to the proposed substitution of projects.  The substituted equipment is related to public safety services, including fire/rescue and emergency management services, and better serves City purposes.
