Explanation:

The 2007 Water System Master Plan identified the need to replace aging water distribution system pipes throughout the City of Hollywood.

 

The City-wide Water Main Replacement Program identified the need to replace old water distribution infrastructure within the area surrounded by Hollywood Boulevard to Sheridan Street between N. Federal Highway (US-1) and N. 21st Avenue.

 

The Department of Public Utilities staff determined the need to install limited sanitary sewers in the Royal Poinciana neighborhood.

 

On September 17, 2014, pursuant to Resolution No. R-2014-278, the City Commission approved a proposal from Tetra Tech, Inc., in the amount of $955,986.00, to provide engineering design services, permitting services, bidding recommendation services, and limited engineering services during construction for the Water Main Replacement Program within the area surrounded by Hollywood Boulevard to Sheridan Street between N. Federal Highway (US-1) And N. 21st Avenue.

 

On August 30, 2017, pursuant to Resolution No. R-2017-246, the City Commission approved a proposal from Tetra Tech, Inc., in the amount of $498,990.00, to provide engineering design services, permitting services, bidding recommendation services, and limited engineering services during construction for the Royal Poinciana Sewer Expansion.

 

On December 20, 2018, the Department of Public Utilities staff advertised the water main replacement and sewer expansion project, soliciting for qualified construction services, and on March 14, 2019, seven bid proposals were received at the Office of the City Clerk and were publicly opened at the City of Hollywood Southern Regional Wastewater Plant, located at 1621 North 14th  Avenue, with the following results:

After evaluating the bid proposals for compliance with the contract documents, Tetra Tech, Inc. determined the low bidder, Lanzo Construction Co., Florida, to be the lowest responsive and responsible bidder.

 

After reviewing the bid tabulation, the Public Utilities staff questioned the determination made by Tetra Tech, Inc.

 

After re-evaluating the bid proposals for compliance with the contract documents, Tetra Tech determined that Lanzo Construction Co., Florida’s bid proposal was unbalanced and made the recommendation to award to the second lowest bidder, David Mancini and Sons, Inc.

 

After consultation with the City Attorney’s Office, the Public Utilities staff met with Lanzo Construction Co., Florida staff on April 25, 2019 to express the City’s concerns with the unit cost of several bid items.

 

Lanzo Construction Co., Florida, on April 30, 2019, submitted a letter of explanation that adequately addressed the above-mentioned concerns.

 

Lanzo Construction Co., Florida has successfully completed previous Public Utilities projects for the City.

 

A Notice of Intent to Award related to the project was posted on the City of Hollywood website and in DemandStar, on May 2, 2019; and the posting of the Notice of Intent to Award resulted in no bid protest.

 

The Department of Public Utilities requested a proposal from Tetra Tech, Inc. to provide additional limited engineering services during construction of the project.

 

Tetra Tech, Inc. submitted a proposal to provide additional limited engineering services during construction of the project in an amount not to exceed $293,063.00.

 

Tetra Tech, Inc. and the City of Hollywood have a Professional Services Agreement for General Engineering Consulting Services for water, sewer, reuse and stormwater infrastructure projects, and this agreement was approved by the City Commission by Resolution No. R-2017-284 on September 20, 2017.

 

The Department of Public Utilities recommends the City Commission authorize the appropriate City Officials to execute the attached contract with Lanzo Construction Co., Florida and the City of Hollywood, together with such non-material changes as may be subsequently agreed to by the City Manager and approved as to form and legal sufficiency by the City Attorney, in the amount of $22,867,926.25 and to execute the attached Authorization to Proceed for Work Order No. TTH 19-02 with Tetra Tech, Inc. and the City of Hollywood for additional limited engineering services during construction, in the amount of $293,063.00.

 

On July 3, 2018 the City Commission approved Resolution No. R-2018-233, that included funding in the amount of $17,919,481.00 and Resolution No. R-2018-235, that included funding in the amount of $15,512,993.00 of the State Revolving Fund Loan Program (SRF) through the Florida department of Environmental Protection (DEP).

 

Funding for water main replacement and sewer expansion was included in the FY 2018 Capital Improvements Program that was approved via Resolution No. R-2017-289.

 

It is necessary to amend the approved FY2019 Capital Improvements Program as set forth in (Exhibit A).

 

The estimated time for completion of construction is 1,095 calendar days from the Notice to Proceed date.
