Staff Recommends: Approval of the attached Resolution.

 

 

Explanation:

On demand engineering services are required to assist the Department of Public Utilities with ongoing  regulatory compliance activities with the Florida Department of Environmental Protection, Broward County, and in general, with legislative, regulatory, permitting, and contractual issues, as well as to provide administrative assistance to the Department of Public Utilities.

 

While some of the tasks can be defined, the majority of the specific tasks and related level of effort cannot be clearly defined in advance.

 

The following are ongoing issues and tasks for which engineering services are required, are likely to be required, and are similar to other issues which may be needed and for which engineering services may be required:

 

Regulatory Compliance:

                     Permit modifications and/or renewals

                     Consent Orders and/or amendments

                     Proactive participation in development of new regulations

                     Technical evaluations and reports to address regulatory issues

 

Large User Agreement Issues:

                     Assistance with engineering aspects of dispute resolution

                     Presentations and project status reports

 

Administrative Assistance:

                     Evaluation of new technologies

                     Periodic reassessment of upgrade and uprate programs

                     Preparation of technical letters, reports, and presentation material.

 

Hazen and Sawyer, P.C. and the City have a Professional Services Agreement for General Engineering Consulting Services for Water and Wastewater Treatment Plants projects, approved by the City Commission pursuant to Resolution No. R-2017-283 on September 20, 2017.

 

The agreement has a provision for insurance and indemnification that meets the City’s requirements and gives the City the right to terminate for convenience.

 

The Department of Public Utilities recommends that the City Commission authorize the appropriate City officials to execute the attached Authorization to Proceed for Work Order H&S 19-02 with Hazen and Sawyer, P.C., on an as-needed basis, in an amount not to exceed $100,000.00.

 

Funding was included in the in the FY 2019 Capital Improvements Program that was approved pursuant to Resolution R-2018-302.

 

Funding is available in account number 442-409901-53600-531300-000731-000-000.
