Explanation:

The 2007/2008 Wastewater System Master Plan identified the need to implement capital improvement projects related to the continued assessment, renewal and replacement of the major components of the City’s sewer collection system.

 

The primary goal of the Gravity Sewer System Condition Assessment, Renewal, and Replacement Program is to reduce the amount of inflow and infiltration (I/I) into the Southern Regional Wastewater Treatment Plant; therefore, this program is also known as (“a.k.a.”) the Inflow/Infiltration Reduction Program.

 

On March 15, 2017, the City Commission passed and adopted Resolution No. R-2017-073, which authorized the execution of a contract with Envirowaste Services Group, Inc. for the Gravity Sewer System Condition Assessment, Renewal, and Replacement Program (a.k.a. Inflow/Infiltration Reduction Program Level Two) - Excavation Point Repairs (“the Contract”) in the amount of $1,166,705.00.

 

The Contract provided for an initial term of two years, with three renewal terms of one year each, at the option of the City and under the same terms and conditions.

 

Envirowaste Services Group, Inc. worked quicker than expected and completed all work identified in the initial contract before the end of the two year term.

 

On April 4, 2018, the City Commission passed and adopted Resolution No. R-2018-108, which authorized the execution of a First Amendment to the Contract for the evaluation and potential repair work for additional sewer basins in the amount of $1,166,705.00 to be completed by April 11, 2019.

 

On March 21, 2019, the parties extended the contract time to July 9, 2019 to address other potential repairs that may be needed.

 

Based on the finding of the 2007/2008 Wastewater System Master Plan and of previously performed Sanitary Sewer System Evaluation Surveys, the Department of Public Utilities staff has identified additional sewer basins, which require detailed evaluation and potential repair work.

 

Pursuant to Resolution No. R-2017-073, the parties desire to renew the existing contract under the same terms and conditions of the Contract with an expiration date of April 12, 2020.

 

The Department of Public Utilities recommends that the City Commission authorize the appropriate City officials to renew the Contract with Envirowaste Services Group, Inc. for a one year period in the amount of $1,166,705.00.

 

Section 38.48(C)(1) of the Code of Ordinances provides that when a contract is entered into by the City, pursuant to City Commission approval and the estimated annual cost of a renewal exceeds $250,000.00, only the City Commission is authorized to approve such renewals.

 

Funding was included in the in the FY 2019 Capital Improvements Program that was approved via Resolution R-2018-302.
