Explanation:

The City of Hollywood, Department of Public Utilities operates the Southern Regional Wastewater Treatment Plant (SRWWTP), located at 1621 North 14th Avenue, Hollywood, Florida.

 

The sludge dewatering process, which consists of the 80% removal of water from the sludge, is one of the many treatment processes at the SRWWTP.

 

The main components of the sludge dewatering system are six belt filter presses engineered, manufactured and installed by Andritz Separation, Incorporated in 1995 and the rolls in each unit are in need of substantial rehabilitation.

 

The Department of Public Utilities staff decided to replace one set of rolls with new rolls, and refurbish one set of replaced rolls, as the first project to upgrade the six belt filter presses in sequence.

 

The City obtained only one proposal, through the bid for City Project No. 18-9622 from Andritz Separation, Incorporated, including exceptions to the City of Hollywood standard purchase order terms and conditions.

 

On May 15, 2019, the City Commission passed and adopted a Resolution which authorized the appropriate City officials to cancel the bid for Project No. 18-9622 as the sole proposer, Andritz Separation, Incorporated was deemed non-responsive as it submitted exceptions to the City’s purchase order terms and conditions. 

Although the proposal included exceptions to the City of Hollywood standard purchase order terms and conditions, Andritz Separation, Incorporated is a responsible contractor that is ready, willing and able to enter into an agreement to complete this project, and there are apparently no other contractors willing to submit proposals.

 

Section 38.40(C)(8) of the Code of Ordinances provides that purchases of, and contracts for, supplies or contractual services, when the Commission declares by a five-sevenths affirmative vote that competitive bidding and competitive proposals are not in the best interest of the City, are exempt from the competitive bid and competitive proposal requirements of the Purchasing Ordinance.

 

The Administration recommends that pursuant to Section 38.40(C)(8), the City Commission waive competitive bidding and authorize the appropriate City officials to issue a purchase order to Andritz Separation, Incorporated for a turnkey project which consists of providing all personnel, technical expertise, engineering design, material, components, and equipment necessary for Belt Filter Press Rolls Rehabilitation at the Southern Regional Wastewater Treatment Plant, in the amount of $370,336.00.

 

The Administration recommends executing the addendum to the City’s standard purchase order terms and conditions, noting that the same revisions by Andritz Separation, Incorporated were accepted by the City Commission via resolution R-2017-128 for Belt Filter Press Control Panel Upgrade project.

                     

It is necessary to amend the approved FY 2019 Capital Improvements Program as set forth in the attached Exhibit “A”.

 

The estimated construction time for this project is 90 calendar days from the Notice to Proceed date.
