Staff Recommends: The Approval of the Attached Resolution.

 

Explanation:

The Risk Management Division of the Office of Human Resources desires to provide property, liability, workers compensation, active shooter, pollution, flood, terrorism and watercraft marine hull coverage insurance. 

 

Brokerage services are to competitively solicit quotes for these coverages from viable carriers and in the appropriate structure to maximize the protection of the City’s assets.  Brokerage services are also to include assistance with risk assessment, loss prevention, claims consulting, safety training, issuance of certificates of insurance and analytics including risk retention analysis.

 

Request for proposal number RFP 4606-19-AP was issued for a time period of three (3) years with an optional one (1) year renewal period with a flat rate paid by the City with premiums net of commission.

 

On March 7, 2019, notices of RFP 4606-19-AP were mailed and the RFP was advertised online via the City’s website and BidSync in accordance with the City’s Purchasing Ordinance, Section 38.42(A)(1), and resulted in responses from six (6) firms as follows:

 

Aon Risk Services, Inc.

First Florida Insurance Brokers

Arthur J. Gallagher

Gehring Group

McGriff, Seibels & Williams, Inc.

USI Insurance Serives, LLC

 

The evaluation of the submittals was based upon the criteria established in the RFP: firm qualifications/experiences/resources, services offered, project understanding, approach and methodology, firm’s fee schedule and firm profile.

 

On April 22, 2019, each of the firms’ proposals was evaluated by a three member evaluation Committee consisting of the Assistant Director of Human Resources, Risk Manager, and Communications, Marketing and Economic Development Director.

 

The Evaluation Committee viewed proposals and scored the firms based on the established RFP criteria and determined the top three (3) to be as follows:

 

                     1.  Aon Risk Services, Inc.

                     2.  USI Insurance Services, LLC

                     3.  Arthur J. Gallagher

 

Based on these results, the Evaluation Committee recommends that the City Commission authorize Aon Risk Services, Inc. to be the next broker of record for the City.

 

The annual compensation cap for each year of the three (3) year contract is $144,000.00.

 

Funding for the associated property and casualty insurance has been identified and will be available in the Fiscal Year 2019 budget in the City’s Self Insurance Fund (Fund 58).
