Explanation:

On April 20, 2016, the City of Hollywood City Commission approved R-2016-102 which authorized the execution of an Interlocal Agreement with Broward County for financial assistance for three Community Bus Service Routes via the current trolley service.  The Agreement was amended in May 2018 to reduce the routes for which the City receives grant funding from three to one due to a decline in ridership. The grant currently provides $4,300.00 a month.

 

As ridership continued to decline, the City sought alternative transit options by soliciting proposals for a circulator service. As a result of the procurement, The Free Ride was selected to provide a circulator with on-demand service. With the implementation of the more flexible circulator service, the existing trolley service is no longer needed and the service, provided by Maruti Fleet & Management Inc., is being discontinued.

 

Since the trolley service is being discontinued and financial assistance for a circulator service is not eligible under the County’s grant program, it is necessary to terminate the Interlocal Agreement with Broward County for Community Bus Services. Accordingly, on March 7, 2019, the Chief Civic Affairs Officer sent a letter to the Broward County Transit Division requesting mutual termination of the Interlocal Agreement.

 

The attached Resolution seeks authorization to terminate the Interlocal Agreement.
