Staff Recommends: Approval of the Attached Resolution.

 

 

Explanation:

On February 7, 2017, the City of Fort Lauderdale issued a solicitation, RFP No. 575-11849, for supplementary assistance to their staff for inspection and plan review services related to Building permits.  The City of Fort Lauderdale subsequently entered into an agreement with Calvin, Giordano & Associates, Inc. (CGA) and C.A.P. Government, Inc. for these services.  

 

Piggyback (Piggyback Cooperatives) is a form of intergovernmental cooperative purchasing in which an entity will be extended the same pricing and terms of a contract entered into by another entity. Generally the originating entity will competitively award a contract that will include language allowing for other entities to utilize the contract, which may be to their advantage in terms of pricing, thereby gaining economies of scale that they would otherwise not receive if they competed on their own.  The City of Hollywood, utilizing a Piggyback approach, entered into an agreement with both of these companies to provide the same services competitively sought by the City of Fort Lauderdale for an initial term that began on June 9, 2018 and that will end on May 15, 2019.   The cumulative total of both vendors are not to exceed $800,000.00 annually.  

 

To date, the City has spent the following with each firm:

Calvin Giordano & Associates: $122,120.00

C.A.P. Government: $395,817.75

Total remaining balance from the $800,000.00 is $282,062.25.

 

Staff is requesting renewal of the existing BPO under the 2018 Resolution (Blanket Order # B003140) with C.A.P Government Inc. (Blanket Order # B003139) with Calvin, Giordano & Associates for up to an estimated annual cumulative amount not to exceed $800,000.00.

 

Positions such as the ones provided, whether public or private, continue to be in high demand with limited availability of qualified, licensed candidates.   Additionally, with an increase of activity and an optimistic outlook on development trends, maintaining adequate levels of services are essential.  As such, utilizing these agreements provide another resource for the City to tap into. 

 

Should it be necessary to continue these services after May 15, 2021, the City will appropriately solicit them at that time, provided that both companies have provided satisfactory assistance.

 

Staff recommends renewing both contracts for a two year period.
