Explanation:

The Department of Public Utilities desires to secure the services of a qualified fiber optic network infrastructure company in order to assist with the continued efforts of upgrading and improving the infrastructure within the facilities comprising the utility.

 

Broward County competitively solicited for a comprehensive spectrum of fiber optic network infrastructure upgrade and improvement services.

 

On January 9, 2018, Broward County Board of Commissioners awarded solicitation number BLD2114202B1 to ASE Telecom & Data, Inc. for a two year initial term with the option to renew for one additional two year period.

 

On January 9, 2019, the Broward County approved the first year renewal to the contract with ASE Telecom & Data, Inc. for the period beginning on January 9, 2019 to January 8, 2020.

 

ASE Telecom & Data, Inc. has agreed to extend the same pricing, terms and conditions to the City of Hollywood as provided to Broward County.

 

The Department of Public Utilities estimates the annual expenditure for fiber optic network infrastructure upgrades and improvements for its main facilities, the Water Treatment Plant, the Southern Regional Wastewater Treatment Plant, and the Underground Utilities Compound at approximately $150,000.00.

                                          

The Interim Director of the Department of Public Utilities and the Director of Procurement & Contract Compliance recommends that the City Commission approve the issuance of a blanket purchase order for fiber optic network infrastructure upgrades with ASE Telecom & Data, Inc.

 

Section 38.40 (C)(5) of the Purchasing Ordinance allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.

                                          

Award is subject to the City’s receipt and approval of all insurance certificates required by the City’s Risk Manager.

 

It is necessary to amend the approved FY2019 Capital Improvements Program as set forth in the attached Exhibit A.
