Staff Recommends:  Approval of the attached Resolution.

 

 

Explanation:

The Fire Department desires the purchase of five commercial grade Unimac washer/extractors and five commercial grade Unimac dryers that will remove contaminants with products of combustions and carcinogens after firefighting activities from their personal protective gear a/k/a bunker gear.

 

On October 18, 2017, the City Commission passed and adopted Resolution Number R-2017-308 authorizing the acceptance of the 2017 Department of Homeland Security Assistance to Firefighters Grant in the approximate amount of $1,500,000.00 to purchase fire rescue operational and/or training equipment.

 

In accordance with Resolution No. R-2017-308 the Fire Department will utilize part of these grant funds for the purchase of five commercial grade Unimac washer/extractors and five commercial grade Unimac dryers.

 

These commercial grade washers and dryers will assist the Fire Department in a faster turn-around time of their bunker gear being available with no delays and eliminating the dependency on an outside cleaning contractor.

 

On December 20, 2018, Notice of Availability of Bid F-4602-19-JE was posted on the City’s Website, advertised and sent to 512 firms and viewed by 31 vendors on Bidsync.com in accordance with the City’s Purchasing Ordinance, Section 38.42 (A)(1).

 

Bid Number F-4602-19-JE was opened at 3:00 P.M., January 31, 2019, and resulted in responses from two (2) bidders:

 

                     Commercial Laundry Equipment Company, Inc.                         $94,250.00

                        West Palm Beach, Florida

 

                     Begus Online                                               $19,500.00

                        Aventura, Florida

 

Begus Online did not bid both pieces of equipment as they only provided pricing for the washer, which is not the commercial grade, brand specific washer as listed in the bid specifications, therefore, Begus Online did not meet all the specifications as listed in the bid document.

 

Commercial Laundry Equipment Company, Inc. met all the bid specifications and the Fire Department recommends this service be awarded accordingly.

 

The Fire Chief and the Director of Procurement and Contract Compliance recommend that the City Commission approve the issuance of a Purchase Order for five Unimac commercial grade washers and five Unimac dryer to Commercial Laundry Equipment Company, Inc. for a one-time purchase in an amount not to exceed $94,250.00.

 

The City may terminate the agreement with or without cause upon a thirty (30) day written notice.

 

Award is subject to the City receiving all insurance required and approved by the City’s Risk Manager, along with signed statements of Hold Harmless and Indemnity to the City.

 

Funding for the agreement has been provided in the Fiscal Year 2019 Budget through the 2017 Department of Homeland Security Assistance to Firefighters Grant Account Number 334.219901.52200.564530.000104.000.000.
