Explanation:
The Department of Public Utilities requires HVAC Equipment Preventative Maintenance and Repair Services.
On October 22, 2018, Bid Number F-6000-18-RL - HVAC Equipment Preventative Maintenance and Repair Services was electronically advertised via BidSync in accordance with the City’s Purchasing Ordinance, Section 38.42 (A).
Twenty-three registered BidSync vendors downloaded the solicitation for further consideration.
On October 23, 2018, Procurement Services sent invitation emails to ten prospective vendors notifying them of the bid.
As of the solicitation due date, 79 potential vendors viewed the solicitation on BidSync.
On November 13, 2018, F-6000-18-RL was opened at 3:00 p.m. and resulted in the following responses:

The submittal from Cortez Heating & AC was a no-bid response.
The bids submitted by Thermo Air Inc, Master Mechanical Services, Inc, AC Power & Comfort, Temptrol Air Conditioning, Inc., Hyvac Mechanical Services, Inc., and Precision Air Systems, Inc. were deemed to be non-responsive as they did not possess a State of Florida Class A or Class B Air Conditioning license.
The bid submitted by Zelka FLA, LLC was deemed to be non-responsive as they did not meet the minimum years of service.
Cedenos Comfort Cooling LLC has been determined to be the lowest responsive, responsible bidder.
Cedenos Comfort Cooling LLC is currently providing these services to the City in a responsive and satisfactory manner.
An additional $40,000.00 was identified in the bid for parts and materials and is added to the estimated annual amount.
The term of this blanket purchase order shall be for an initial three year period and may be renewed for one additional two year renewal period.
The Interim Director of Public Utilities and the Director of Procurement & Contract Compliance recommend that the City Commission approve the attached blanket purchase order for HVAC Equipment Preventative Maintenance and Repair Services to Cedenos Comfort Cooling, LLC in an estimated annual amount of $172,260.00.
Award is subject to the City’s receipt and approval of all insurance certificates required by the City’s Risk Manager.
Funding for the purchase has been appropriated and exists in account numbers 442.400602.53600.552240.000000.000.000, 442.400502.53600.546330.000000.000.000, 443.410101.53800.546330.000000.000.000, and 442.409901.53600.563020.000704.000.000.
