Title

A Resolution Of The Hollywood, Florida, Community Redevelopment Agency (“CRA”), Approving And Authorizing The Termination Of The Tri-Rail To Trolley Circulator Shuttle Agreement With Limousines Of South Florida, Inc.

Body

Staff Recommends: Approval of the attached Resolution.

Explanation:

The City of Hollywood Community Redevelopment Agency (CRA) seeks authorization for the termination of this contract due to low ridership.  The route was originally approved in conjunction with a Transportation Service Development grant from the Florida Department of Transportation (FDOT) for local transportation service.  The grant provided a 36% match from FDOT up to $200,000, with the CRA responsible for the remaining 64% ($353,326.00).

On September 6, 2017, the CRA Board passed Resolution No. R-CRA-2017-30, the first Amendment, which renewed the contract for two years and increased the FDOT match up to $300,000, with the CRA responsible for $529,989.00.  The CRA has taken measures to increase ridership, through a modification of the route, however this measure did not increase ridership.  A service study was conducted, and the results were presented to the CRA Board.  The study showed ridership counts, and provided alternatives to increase ridership.  One of the alternatives was to terminate service.

The agreement allows for the termination of the contract upon a 30 days written notice without cause with the City Commission’s approval.  The CRA staff recommends terminating the agreement and will ensure passengers are notified a minimum of 30 days in advance of discontinuation of service.
