Explanation:

The 2007 Water System Master Plan identified the need to replace the existing high service pumps at the Water Treatment Plant.

                     

On November 1, 2017, the City Commission passed and adopted Resolution No. R-2017-324, which approved the contract with R. J. Sullivan Corp. for the construction services for the Water Treatment Plant High Service Pump Station upgrade and an Authorization to Proceed with Arcadis U.S., Inc. for construction administration services.

 

The high service pump station was built and placed into service in 1974.  The pumps withdraw water directly from the east and west clear wells.

 

During the construction project and clear well shutdown, inspection revealed that the original protective coating was separating from the concrete, resulting in a failure of this coating system that protects the concrete structure.

 

The City requested a cost proposal from R. J. Sullivan Corp. to provide for the removal of the existing coating and the installation of a new coating system.

 

After thoroughly evaluating the cost proposal, Arcadis U.S., Inc. staff recommended that the City proceeds with the recoating of the clear wells.

 

The Department of Public Utilities requested a proposal from Arcadis U.S., Inc. to provide additional construction administration services for the Water Treatment Plant High Service Pump Station Upgrade project.

 

Arcadis U.S., Inc. submitted a proposal for the additional construction administration services for the Water Treatment Plant High Service Pump Station Upgrade project in the not-to-exceed amount of $10,620.00.

 

The Administration recommends that the City Commission authorize the appropriate City officials to execute the attached change order with R. J. Sullivan Corp., in the amount of $361,110.50 for the construction of the Water Treatment Plant High Service Pump Station Upgrade, and to execute the attached Amendment No. 1 for Work Order No. ARC-17-02 with Arcadis U.S., Inc. for the additional construction administration services, in the not-to-exceed amount of $10,620.00.

 

Funding for the High Service Pump Station Upgrade was made available by adoption of Resolution No. R-2018-311 which continued the appropriation for previously approved capital projects from FY 2018 to FY 2019.

 

Funding is available in account number 442.409901.53600.531210.000710.000.000.

 

The estimated additional construction time for the Water Treatment Plant High Service Pump Station Upgrade Project is 84 calendar days.
