Staff Recommends:  Approval of Attached Resolution.

 

 

Explanation:

On or about October 3, 2018 the City Commission approved Resolution R-2018-324 authorizing the appropriate City officials to execute an Interlocal Agreement (ILA) among Broward County, the City of Hollywood and the Hollywood Community Redevelopment Agency, wherein County Contribution Funding (CCF) is available to the City to support affordable housing, infrastructure and work skills programs.    

 

The attached administrative policies have been drafted to govern affordable housing programs funded pursuant to the ILA.  ILA programs will be carried out exclusively within the Low- to Moderate-Income Areas designated in the Agreement.  The programs are listed below.

 

                     Single family, Owner-Occupied Housing Rehabilitation

                     Single Family Rental Housing Rehabilitation

                     Multi-family (two to four units) Rental Housing Rehabilitation

                     First-Time Homebuyer Purchase Assistance

 

The proposed policies address the following areas, among others:  inspection, monitoring, reporting; contractor selection; the order and level of assistance; eligibility criteria; rehabilitation standards; affordability periods; financial aspects.  

This is the initial phase of policy development.  It is anticipated that future iterations of the policies will encompass additional affordable housing and work skills programs, and will also address the infrastructure aspect of the ILA.
