Explanation:

Pursuant to Florida Statute 287.055, the Consultants’ Competitive Negotiation Act (CCNA), when an agency, including a municipality, requires engineering services for a planning or study activity and the estimated fee for such services exceeds $35,000, the agency must issue a request for qualifications (“RFQ”), review the statements of qualifications, rank the firms and negotiate with the most qualified firm. As such, the Hollywood Community Redevelopment Agency issued an RFQ for Professional Engineering Services for the Phase IV Streetscape and A1A, and six statements of qualification were received. An evaluation committee consisting of three professional in-house staff and two qualified volunteers reviewed and evaluated the six firms. Upon conclusion of the statement of qualifications ranking, and evaluation of oral presentations, the evaluation committee ranked the firms with Kimley Horn and Associates Inc., ranking the highest. The Executive Director of the CRA recommends that the CRA Board approve the ranking of the evaluation committee, and authorize the appropriate CRA officials to commence contract negotiations with Kimley Horn and Associates Inc.
