Explanation:

Staff identified 13 damaged concrete poles along the beach that were damaged by the salt environment and needed to be replaced. Staff prepared bid documents and estimated the project at a cost of $65,000.00. On November 5, 2018 the CRA bid out this project as low bid and on December 11, 2018, two bids were received and opened. The low bids were as follows: Sagaris Group, $90,000.00; and AUM Construction, $146,050.00.

Since the bids came in higher than the estimated cost and in order to lower the construction cost to an acceptable amount, staff requested a proposal from Burkhardt Construction, Inc. Pursuant to R-CRA-2016-54 the CRA Board ranked Burkhardt Construction Inc. (CM) as the firm to provide construction management services for various projects within the CRA districts. The CM provided a proposal for the pole replacement project at a lower cost of $68,231.06. Since the project cost is less than $200,000.00, the CRA Board can waive the requirement for bonds which will result in a further cost reduction in the amount of $940.63. The CRA Executive Director recommends canceling the low bid, and accepting the CM proposal without the bonds.
