Explanation:
The Department of Public Utilities runs and operates the City's water meters.
In order to monitor water usage throughout the City of Hollywood, the Department of Public Utilities requires the use of Meter Transmission Units (mtus) to send the water usage data to the billing department.
The Star Fixed Network Automatic Reading System MTU is sold exclusively through the sole authorized representative, Aclara Technologies LLC.
On October 9, 2018, the Office of Procurement Services posted Notice to Sole Source Number NTSS-001-19 to purchase Star Fixed Network Automatic Reading System mtus, issued an electronic notification to various vendors, and identified October 17, 2018, as the posting expiration date.
The Office of Procurement Services received no inquiries or comments on the Notice to Sole Source Number NTSS-001-019, and Section 38.40(C)(3) of the City's Purchasing Ordinance exempts sole-source supplies and services, such as unique, patented or franchised supplies or services, from the competitive bid requirements.
Award is subject to the City's receipt and approval of all insurance certificates required by the City's Risk Manager, and indemnity to the City.
The Director of Public Utilities and the Director of Procurement & Contract Compliance recommend that the City Commission issue the attached Blanket Purchase Order to Aclara Technologies LLC for an estimated annual expenditure of $138,138.00 and the MTUs will be purchased on an as needed basis.
