Explanation:

In the fall of 2013 Walker Restoration Consultants did an inspection and condition appraisal on each of the three City-operated parking garages (Radius, Van Buren and Garfield).  Each garage has unique issues based on their age, design and construction.  A final Condition Appraisal Report was presented to City staff in January 2014.  The Van Buren Garage is a six level precast concrete structure.  The structure is constructed using precast pretopped double tee beams supported on precast columns and wall panels.  The report indicated that the garage is in fair condition.  Extensive water leakage was observed and it is likely that the leakage has started to corrode the embedded precast connections.  Repairs will focus on any structural deterioration and restoring the existing waterproofing system which is at the end of its useful life.

 

Because the City has multiple buildings and other facilities which it needs to maintain on a regular basis, and the expertise of professional structural engineers is sometimes required, the Department of Public Works solicited a Request for Qualifications (RFQ) to create a pool of engineering firms.  On July 16, 2014, through Resolution R-2014-225, the City Commission authorized the negotiation and execution of contracts with the three highest ranked firms, one of which was Lakdas/Yohalem Engineering Inc.

 

Lakdas/Yohalem Engineering was asked to provide structural design services related to repairs to the Van Buren Parking Garage.  They reviewed the Condition Appraisal Report prepared by Walker Restoration Consultants and met with City staff at the site to review the existing conditions.  They then prepared their proposal and submitted it to City staff for review.

The services in their proposal included conducting a condition survey, determining corrective work, creating construction documents, reviewing bids, providing construction oversight, preparing As-Built Documents and a Preventative Maintenance Manual.

 

ATP No.1 was issued to Lakdas/Yohalem Engineering under Resolution R-2014-336 on November 17, 2014 in the amount of $34,300.00.  Construction documents were prepared based on the initial survey. 

 

Once structural repairs commenced additional construction issues were identified and needed to be addressed.  ATP No. 2 was issued to Lakdas/Yohalem Engineering under Resolution R-2017-183 on July 3, 2017 in the amount of $48,800.00 for additional services.  Subsequently ATP No. 3 was issued to them on November 28, 2017 in the amount of $9,525.00, also for additional services.

 

The contractor Structural Integrity Contractors, Inc. abandoned the work site in February 2018 and in March 2018 the City notified the Great American Insurance Company that it was making a claim against the Payment and Performance Bond for the project.  The bonding company arranged for a “Tender and Release Agreement” with the City and provided additional funding so the City could enter an agreement with PRM Engineering & Contracting Inc. to complete the project.

 

The new contractor has 90 days to complete the project once the Notice to Proceed is issued.  During this construction period the City requires the services of Lakdas/Yohlem Engineering to act as the Special Inspector on the project.  A copy of the proposal for Structural Engineering Services is attached to the Consultant’s ATP No. 4.   City staff recommends approval to expend $46,320.00 for additional engineering design and inspection services on the Van Buren Garage Project.
