Explanation:

The Department of Development Services, Community Development Division, requires a pool of qualified contractors to provide housing rehabilitation/repair services in conjunction with the City’s Housing Rehabilitation Program, which is funded using Home Investment Partnership (HOME), State of Florida Housing Initiatives Partnership Program (SHIP) and the Department of Housing and Urban Development Community Development Block Grant (CDBG) funds.

 

On August 30, 2016,  RFQ Number RFQ-4524-16-RL was opened and staff determined that contracts should be awarded to the following eleven highest ranked proposers, Daniel Secu Corp. d/b/a DSG Construction, A.T. Construction, Inc., Work 4 U Corp, Cosugas LLC, Fundamental Engineering and Construction, Inc., Assured Contracting, LLC, Building Express Co., Black Street Enterprises, LLC. d/b/a BSE Construction Group, Access Builders, Inc., Gentile Corp. And James Joyce Construction Corp.

 

On November 2, 2016, the City Commission passed and adopted Resolution No. R-2016-322, authorizing the appropriate City officials to execute contracts with the 11 pool of qualified contractors in accordance with RFQ-4524-16-RL, for a two year initial term with the option to renew for two additional one year periods.

 

The pool of qualified contractors are currently providing these services to the City in a satisfactory manner.

 

Section 38.48 (C) (1) of the Purchasing Ordinance provides that, when a contract entered into by the city pursuant to City Commission approval provides for one or more renewals by affirmative action of the city and the estimated annual cost of a renewal exceeds $250,000, only the City Commission is authorized to approve such renewals.

 

The Interim Director of Development Services and the Director of Procurement & Contract Compliance recommend that the City Commission approve the renewal of the contracts with the pool of qualified contractors for housing rehabilitation and repair services for the first one year renewal period in an estimated annual expenditure of $700,000.00.

 

Funding has been provided in the fiscal year 2018 budget in the Development Services’ Account Numbers 11.1500.60617.554.009202, 11.1500.60677.554.009202, 64.1500.17200.554.009202, 64.1500.17200.554.019202, 64.1500.17200.554.039210, 64.1500.18200.554.009202, 64.1500.18200.554.019202, 64.1500.19200.554.009202 and will be budgeted in subsequent fiscal years.
