Explanation:

The Underground Utilities Division of the Department of Public Utilities requires the purchase of positive displacement cold water meters for City-wide installation as operationally needed.

 

The Underground Utilities Division of the Department of Public Utilities has identified the positive displacement type meters manufactured by Neptune Technology Group, Inc. which meet the City’s specifications based on their performance, ease of maintenance and competitive cost as well as to standardize the meters used City-wide.

 

On July 9, 2018, Bid Number F-4595-18-RL - Cold Water Meters was electronically advertised via BidSync in accordance with the City’s Purchasing Ordinance, Section 38.42 (A).

 

16 registered BidSync vendors downloaded the solicitation for further consideration.

 

On July 10, 2018, Procurement Services sent invitation emails to 15 prospective vendors notifying them of the bid.

 

As of the solicitation due date, 46 potential vendors viewed the solicitation on BidSync.

 

On August 7, 2018, F-4595-18-RL was opened at 3:00 p.m. and resulted in the following responses:

 

Sunstate Meter and Supply, Inc.                                                               $408,344.85

Newberry, FL

 

Water Werks, Inc.                                                                                                         Non-Responsive

Sebring, FL

 

Badger Meter, Inc.                                                                                                         No-Bid

The submittal from Badger Meter, Inc. was a no-bid response.

 

The bid submitted by Water Werks, Inc. was deemed to be non-responsive as they only bid on 4 of the 24 required items.

 

Sunstate Meter and Supply, Inc. has been determined to be the lowest responsive, responsible bidder.

 

Sunstate Meter and Supply, Inc. is currently supplying these meters to the City in a responsive and satisfactory manner.

 

Award is subject to the City’s receipt and approval of all insurance certificates required by the City’s Risk Manager, and indemnity to the City.

 

The Director of Public Utilities and the Director of Procurement & Contract Compliance recommend that the City Commission issue the attached Blanket Purchase Order to the lowest responsive, responsible bidder, Sunstate Meter and Supply, Inc. of Newberry, Florida for an estimated annual expenditure of $408,344.85.

 

The term of this blanket purchase order shall be for an initial three year period and may be renewed for one additional two year renewal period.

 

Funding for the attached Blanket Purchase Order has been appropriated and exists in the Department of Public Utilities Account Numbers 42.4012.00772.536.005225, 42.4012.00772.536.005226, 42.4012.00772.536.006354, and 42.4000.75875.536.006301.
