Explanation:
The CRA Board passed Resolution, No. R-CRA 2017-05 authorizing the appropriate CRA officials to negotiate and execute a contract with the highest ranked firm selected, CPZ Architects, to provide architectural and engineering services for twenty one (21) lifeguard towers and first aid stations.

CPZ Architects was selected as the consultant and was authorized to proceed to develop construction documents for the lifeguard towers and first aid stations.

On April 2, 2018, the CRA bid out this project as low bid and on May 7, 2018, two bids were received and opened. The low bidder submitted an unresponsive bid and the second bidder's bid was significantly higher than the estimated budget.

On May 31, 2018 the CRA re-bid project Rebid No. BCRA 16-002 and on July 2, 2018, four bids were received and opened. After all bids were evaluated, it was determined that the lowest bidder was non-responsive since the bid bond did not meet the minimum requirements; the second lowest bidder was determined to be non-responsible due to their performance in City of Hollywood Fire Station #45, and due to the high cost of the remaining bidders, the CRA Executive director recommended canceling rebid project Beach CRA 16-002.

Following the cancelation CRA staff researched other municipalities lifeguard stations procurement records and found that the City of Miami Beach approved a resolution to execute a contract with Post and Beam and waive bidding by a 5/7 vote to continue the lifeguard replacement program, finding such waiver in the best interest of the City.
