Staff Recommends Approval of Attached Resolution.

 

 

Explanation:

On June 20, 2018 the City Commission adopted Resolution R-2018-208 approving an amendment to the Local Housing Assistance Plan for State of Florida Fiscal Years 2016-2017, 2017-2018, and 2018-2019 to include a Tenant-Based Rental Assistance (“TBRA”) Strategy providing for Rental Assistance, Security and/or Utility Deposits and Rapid Re-Housing.

 

TBRA is currently being provided with Home Investment Partnership (“HOME”) funds.  Staff recommends using an allocation of $20,000.00 in State Housing Initiative Partnership (“SHIP”) funds to provide additional TBRA services to Hollywood residents. 

 

HOPE South Florida, Inc. has been successfully providing TBRA since 2014 using HOME funds, and staff recommends to expand the agency’s service to include SHIP funds.  Section 38.40(C)(8) of the City’s Purchasing Ordinance  provides that purchases of and contracts for supplies or contractual services, when the City Commission declares by a five-sevenths affirmative vote that competitive bidding is not in the best interest of the City, are exempt from the competitive bidding process.
