Explanation:

A crucial component of the strategy to address homelessness is Tenant-Based Rental Assistance (“TBRA”).  On March 5, 2014, the City Commission passed and adopted Resolution No. R-2014-047 which authorized the execution of a HOME Agreement with HOPE South Florida, Inc. to provide TBRA in the amount of $100,000.00 to eligible participants referred via the Broward County Continuum of Care.   The program is linked with another program that provides recovery and employment aftercare using CDBG funds.  Based on an on-going need for TBRA, on May 20, 2015 City Commission approved an amendment to the agreement to increase the total amount of HOME funds to $341,000.00 and to extend the term of the agreement to September 30, 2018.  On October 19, 2016 the City Commission approved another amendment to the agreement which increased the total amount of HOME funds allocated for TBRA to $439,000.00.   

There is a continuing need for these services, and staff recommends expanding the availability of TBRA by further amending the agreement between the City and HOPE South Florida, Inc. to increase the amount of HOME funds by $157,065.00 to a total of $596,065.00. It is anticipated that the additional funds will enable ten households to be assisted.  The additional funds consists of $103,065.00 in HOME Program Income and $54,000.00 in Federal Fiscal Year 2018-2019 HOME allocation.  Allocation of the Program Income for this activity was approved by the City Commission on May 16, 2018 via Resolution R-2018-160. City Commission approval is now being sought to program $54,000.00 of Federal Fiscal Year 2018-2019 HOME allocation and to execute the attached Third Amendment to the HOME Agreement with HOPE South Florida, Inc.
