Explanation:
The City of Hollywood, as represented by the Chief Civic Affairs Officer for the Office of the City Manager, is seeking qualified firms to perform responsibilities of Lobbyists at the state and local levels.
The Lobbyists will serve in a consulting and advisory capacity to the City of Hollywood for all issues at the state and local levels and must possess a strong working knowledge of legislative, administrative, and regulatory processes.
On March 28, 2018, Notices of Bid Availability for RFP-4581-18-JE was posted on the City’s website, advertised and sent to 1226 firms and viewed by 41 vendors on Bidsync.com in accordance with Section 38.42 (A)(1) of the City’s Purchasing Ordinance.
RFP-4581-18-JE was opened at 3:00 p.m., Thursday, April 26, 2018, and resulted in the following three responses:
• Ballard Partners, Fort Lauderdale, Florida
• Becker & Poliakoff d/b/a “Becker”, Fort Lauderdale, Florida
• GrayRobinson, Tallahassee, Florida
Evaluations of the proposals were based on the following criteria as established in the RFP: Project Organization and Technical Qualifications of the Persons Assigned to the Project; Project Understanding, Proposed Approach and Methodology; Qualifications of the Firm; Relationships, Resource and Capabilities; Cost to the City and Local Preference.
The proposals were evaluated by three committee members consisting of the Director of Public Utilities, Director of Public Works and the Community Development Manager.
After the proposals were evaluated, the Evaluation Committee scores were tallied to arrive at the scores below:
• Becker & Poliakoff d/b/a “Becker” 287.0
• GrayRobinson 270.0
• Ballard Partners 195.0
The Evaluation Committee deemed Becker and GrayRobinson to be the most responsive, relative to the City’s needs.
Becker and GrayRobinson demonstrated a strong working knowledge of legislative, administrative, and regulatory processes and each has previously provided services to the City of Hollywood.
The Evaluation Committee believes that the City would benefit greatly by contracting with multiple firms to provide Lobbying Services.
The Chief Civic Affairs Officer and the Director of Procurement and Contract Compliance recommend that the City Commission authorize the execution of agreements between Becker & Poliakoff d/b/a “Becker” and GrayRobinson to provide Lobbying Services for a three year period with options to renew for three additional one periods based on satisfactory performance, mutual acceptance and the determination that all renewals are in the best interest of the City.
The City reserves the right to terminate the agreements with or without cause.
This award is subject to the City receiving all insurance documentation required and approved by Risk, along with signed statements of Hold Harmless and Indemnity in favor of the City.
Funding for the attached agreements has been appropriated and exists in the Legislative Representation Account Number 01.1102.00010.512.003149 and will be budgeted in subsequent fiscal years.
