This item involves conducting a public hearing on the City’s proposed One Year Action Plan and projected use of funds for Federal Program Year 2018-2019.
The Consolidated Plan is designed to help states and local jurisdictions to assess their affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions. The Consolidated Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan.
Notice to the public advising of the availability of a summary draft of the proposed One Year Action Plan was published in The Miami Herald Broward Main on May 19, 2018. The proposed One Year Action Plan has been available for public inspection and comment at the Community Development Division. The activities described in the proposed One Year Action Plan for Federal Fiscal Year 2018-2019 reflect the recommendations of staff and of the CDAB.
The proposed One Year Action Plan allocates CDBG funds to the activities listed below.

Neighborhood Beautification $ 136,606.40
Public Services $ 75,000.00

The proposed One Year Action Plan allocates HOME funds to the activities listed below.
Housing Rehabilitation $ 400,789.00
CHDO Set Aside $ 79,957.80
Tenant-Based Rental Assistance $ 54,000.00
Administration $ 53,305.20
Total $ 588,052.00
The total combined amount of CDBG and HOME funds is $1,901,391.00.
The One Year Action Plan is submitted to HUD via an on-line platform known as the Integrated Disbursement and Information System (IDIS). The attached version of the proposed Plan was downloaded from IDIS.
After the public hearing, the City Commission may adopt the recommendations, as proposed, or the Commission can modify the One Year Action Plan in any way desired within the limits of the applicable federal regulations.
