A Resolution Of The City Commission Of The City Of Hollywood, Florida, Approving And Authorizing The Appropriate City Officials To Execute The Attached Community Development Block Grant Funding Agreement With Miami Rescue Mission, Inc., D/B/A Broward Outreach Center, For The Provision Of A Low-Demand Placement Program In The Amount Of $40,000.00.

Body
Staff Recommends Approval of Attached Resolution.

Explanation:
The Miami Rescue Mission, Inc., D/B/A Broward Outreach Center ("BOC"), provides shelter, meals and life changing essential services to homeless individuals and families at its facility located at 2056 Scott Street. BOC currently has thirty (30) Low-Demand Placement Overnight Beds available to serve homeless persons who merely need a meal and a safe place to spend the night, but require no additional services.

BOC was recently faced with eliminating the Low-Demand Placement Overnight Beds due to budgetary constraints. Staff from Broward County Human Services - Community Partnerships, Homeless Initiative Partnership approached City staff on behalf of BOC and suggested that the County and the City each provide an equal amount of financial assistance to BOC to fund the existing Low-Demand Placement Overnight Beds through the end of FY 2018. Thereafter, BOC will have to identify a source of funds to support the program.

The attached resolution authorizes the execution of a CDBG program agreement between The Miami Rescue Mission, Inc. D/B/A Broward Outreach Center and the City of Hollywood to fund BOC's "Low Demand Placement Program" for the period June 1, 2018 to September 30, 2018 (122 "bed-nights") for a total amount of $40,000.00. Reallocated CDBG funds are available for the project as a result of amending the City's One Year Action Plan for FY 2009/2010 and FY 2013/2014 via City Commission resolution on May 16, 2018 and simultaneously adjusting the City's FY 2018 Operating Budget accordingly.
