Explanation:

The City of Hollywood has been a member of the Broward County Emergency Coordinating Council since its inception in 1981.

 

Pursuant to Chapter 163, Florida Statutes, the Broward County Local Mitigation Strategy (LMS) was created with the endorsement and cooperation of each of Broward County’s municipalities and includes a prioritized mitigation project list.

 

The Broward County LMS establishes a comprehensive mitigation program to strengthen the emergency preparedness of Broward County and its municipalities with a comprehensive set of policies and strategies.

 

The State of Florida has designated Broward County Emergency Management as the local coordinator of the local hazard mitigation plan for the municipalities located within Broward County.

 

The City of Hollywood desires preference in consideration for funds from the Federal Emergency Management Agency (FEMA) and Broward County for disaster relief efforts and prioritized mitigation projects.

 

On November 1, 2000, pursuant to Resolution No. R-2000-384, the City adopted the Broward County local disaster mitigation strategy.

 

On April 26, 2016, the Broward County Board of County Commissioners (the “Board) entered into an agreement with Florida Division of Emergency Management (FDEM) for the Pre-Disaster Mitigation Grant Program in support of an enhanced mitigation planning program.

 

On October 18, 2017, the FDEM issued an approval of the proposed multi-jurisdictional Enhanced Local Mitigation Strategy (ELMS) pending adoption by the County.

 

On December 12, 2017, the Board adopted the Broward County update of the multi-jurisdictional ELMS plan.

 

The FDEM has determined that this updated plan is in compliance with the federal mitigation planning standards imposed as a result of the Disaster Mitigation Act of 2000.

 

Adoption of the Broward County December 2017 update of the ELMS ensures that the City will remain eligible for disaster mitigation grant funding once a disaster has been officially declared.

 

Certain accounts will need to be established in the appropriate fund to recognize and acknowledge the disaster mitigation grant funding when and if said funding is allocated.

 

The Director of Public Utilities and the Chief of Police recommends that the City Commission support the adoption of the Broward County December 2017 multi-jurisdictional ELMS plan pursuant to the Disaster Mitigation Act of 2000 which establishes a criteria for the distribution of federal funds for local disaster-related mitigation projects;
