Explanation:
The Department of Public Works seeks authorization to enter into a professional services agreement with Kessler Consulting, Inc., in order to conduct a comprehensive solid waste analysis, performing market research for various options for environmental service programs which include, but are not limited to, solid waste collection and disposal, commingled collection and disposal, recycling collection and processing, current program evaluation, evaluating in-house collections versus contractor collections, evaluating alley collection versus curbside collection, developing contract/bid specifications, bid evaluations to include fee and rate study for impacts of recommendations and assist with implementation after award.
The City's current solid waste collection, commingled collection and recycling collection contracts with Waste Pro of Florida, Inc. are scheduled to expire on January 31, 2019. The solid waste disposal and recycling processing contracts with Progressive Waste Solutions of Florida, Inc. d/b/a Waste Connections of Florida are scheduled to expire on July 2, 2018. The commingled waste disposal service contract with Waste Management Inc. of Florida is scheduled to expire on July 14, 2018. It has been determined that contract extensions are necessary to perform this comprehensive study. The Public Works Department is currently in negotiations for necessary contract extensions to allow for this comprehensive solid waste analysis.
