Explanation:
In the afternoon hours of February 14, 2018, a mass shooting occurred at Marjory Stoneman Douglas High School in Parkland, Florida ("School"), in which 17 students and teachers were killed and another 17 were wounded. Following the massacre, it was determined that a former student who had been expelled from the School the year before had gained entry into the School due to his familiarity with the School's rules and procedures gained while a student there.

Many public schools in the City have law enforcement personnel, known as School Resource Officers ("SROs"), in the educational facilities and at after school sporting events. Given the vast number of school shootings in the past decade, along with the failure of the state's legislators to enact sufficient safeguards concerning gun control throughout Florida, there needs to be more attention to the safety and security of students while at school and school sponsored activities.

The City Commission believes that it is time to provide security for all students enrolled at all schools in the City, and urges each private institution and the School Board of Broward County to take all necessary measures to ensure that every student receives the protection he or she deserves to secure a safe and nourishing educational environment.
