Explanation:

On April 28, 2017, the Florida Public Service Commission approved the FPL LT-1 Tariff.  This tariff allows for the installation of FPL-owned Light Emitting Diode (LED) street lights in cities and municipalities.  For the City of Hollywood, FL, FPL will perform a project for the conversion of existing High-Pressure Sodium Vapor (HPSV) street lights to LED street lights on a city-wide basis.  Because these lights are currently owned and maintained by FPL under the current SL-1 Lighting Tariff, migration to the newly-approved LT-1 Tariff by the City would be required.  There is no “up-front” expense to the City of Hollywood in the accomplishment of this project.

There are numerous benefits to be realized by moving forward with this upgrade to our street lighting.  Primarily, we will be able to address an ongoing concern from our residents, visitors, business partners and Police Department for improved street lighting.  The concerns are pedestrians, bicyclists, and motor vehicles (including the elderly) are sharing the roadways and sidewalks in less than ideal lighting conditions in residential areas, commercial corridors, and main roadways.  The LED conversion will increase lighting levels, and improve lighting quality.

Additionally, there is a positive Public Safety impact.  The new LED street lights will increase the abilities of our Hollywood Police Department in the areas of crime prevention, traffic safety, pedestrian and bicycle safety, and also satisfy the Criminal Prevention Through Environmental Design (CPTED) guidelines.

As well, there will be a positive impact on Sustainability, as this initiative will also lower the carbon footprint of the City.  This initiative will have a definitive impact on Dark Skies by preserving and protecting the night time environment through the mitigation of light pollution within the City.

We also anticipate that by migrating from the current FPL SL-1 Lighting Tariff to the new FPL LT-1 Tariff, the City will enjoy the benefit of increased energy efficiency and decreased energy consumption from the LED street lighting retrofit, and realize a reduction of approximately $13,000 annually in Citywide utilities expense.

We anticipate a 4-5 month period for FPL to complete final engineering and materials acquisition in scheduling this project.  Once the project has commenced, FPL also advises a preliminary project schedule of approximately twelve months for completion.  City staff will continue to work closely with FPL throughout project duration.
