Explanation:

The Police Department requires the lease of six (6) Harley Davidson FLHTP Electra Glide Police Motorcycles and repair and maintenance thereof, through an authorized Harley-Davidson dealer.

 

On November 15, 2017, Notice of Availability of Bid F-4564-18-JE was posted on the City’s Website, advertised and sent to 976 firms and viewed by 21 vendors on Bidsync.com in accordance with the City’s Purchasing Ordinance, Section 38.42 (A)(1).

 

Bid Number F-4564-18-JE was opened at 3:00 P.M., December 6, 2017, and resulted in responses from two (2) bidders:

 

                     Peterson’s Harley-Davidson of Miami, L.L.C. 

Miami, Florida

                      (Option A) $650.00/month/motorcycle  - (Non-Responsive)

 

    (Option B) $750.00/month/motorcycle

 

                       Alligator Alley Harley Davidson

                        Fort Lauderdale, Florida                $658.64/month/motorcycle

 

The desired motorcycles will display the black paint scheme desired by the Police Department rather than a standard white paint scheme.

 

Each motorcycle shall be equipped with a top of the line emergency lighting system and power outlet for radar units at no additional cost to the City.

 

Peterson’s Harley-Davidson of Miami submitted two lease options for motorcycles and their (Option A) is considered non-responsive to the bid requirements as it does not meet the minimum requirements, however, their (Option B) meets the requirements as listed in the bid specifications, but their monthly lease cost exceeds that of Alligator Alley Harley-Davidson.

 

Alligator Alley Harley-Davidson met all the requirements in the bid specifications.

 

Alligator Alley Harley-Davidson of Fort Lauderdale provides leased motorcycles to several local Police Departments throughout the tri-county area and a check of their references has been verified and proves to be satisfactory.

 

The Acting Chief of Police and the Director of Procurement and Contract Compliance recommend that the City Commission approve the issuance of the attached Blanket Purchase Order for the lease of six (6) Harley-Davidson FLHTP Electra Glide Police Motorcycles at a cost of $658.64 per month, per motorcycle, for a two (2) year period with the option to renew for one additional two (2) year period, providing any renewals are in best interest of the City in an estimated annual amount of $47,422.08.

 

The City may terminate the agreement with or without cause upon a thirty (30) day written notice.

 

Award is subject to the City receiving all insurance required and approved by the City’s Risk Manager, along with signed statements of Hold Harmless and Indemnity to the City.

 

Funding for the agreement has been provided in the Fiscal Year 2018 Budget in the Police Department’s Vehicle Rental Account Number 01.2042.00297.521.004005 and funding will be requested in subsequent Fiscal Years.
