Staff Recommends: The Approval of the Attached Resolution

 

 

Explanation:

The Department of Fire Rescue and Beach Safety desires to purchase 5” and 3” high pressure fire hoses that carries water or other fire retardants such as foam to the emergency incident for extinguishment and/or rescue. 

 

The National Fire Protection Association (NFPA) 1962 provides standards which govern the care, use, inspection, service, testing and replacement of fire hoses and testing of in-service fire hoses by the Fire Equipment Manufacturers indicates an increased risk of failure after a ten (10) period.

 

The fire hoses currently in use at the Fire Department are approximately twenty-three (23) years old, therefore, the Fire Department is requesting to purchase new fire hoses in keeping with the NFPA safety standards.

 

Lake County, Florida awarded its bid for Fire Equipment-Parts-Supplies and Service to Ten-8 Fire Equipment, Inc. via Bid Number 17-0606, which was procured by competitive bid and Ten-8 Fire Equipment Inc has agreed to provide these services to the City, under the same pricing, terms and conditions.

 

Section 38.40 (C)(5) of the Purchasing Ordinance allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government,                                         

or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.

 

The Fire Chief and the Director of Procurement & Contract Compliance recommend that the City Commission approve the issuance of the attached purchase order to Ten-8 Fire Equipment, Inc. for the purchase of high pressure fire hoses in an amount not to exceed $105,724.44.

 

Funding for the purchase of the fire hoses was included in the in the Fiscal Year 2018 Capital Improvement Program that was adopted on September 27, 2017 via Resolution R-2017-289 and is available in account number 34.2100.18525.522.006453.
