Explanation:
The 2007/2008 Wastewater System Master Plan identified the need to rehabilitate Clarifiers No. 5 & No. 6.
Clarifiers No. 5 & No. 6 were constructed in 1990 and are critical to the proper functioning of the biological process at the Southern Regional Wastewater Treatment Plant.
Replacement of the clarifiers’ center assemblies, drive motors, seals, rake blades, skimmer arms, scum scrapers, and upgrade of clarifier alarm/control system is necessary for these two clarifiers.
On November 2, 2016, via Resolution No. R-2016-327, the City Commission approved the issuance of an Authorization to Proceed to Hazen and Sawyer, P.C. for the design, permitting, and bidding services for Clarifier No. 5 & No. 6 Rehabilitation at the Southern Regional Wastewater Treatment Plant.
On October 4, 2017, the Department of Public Utilities staff advertised for construction services, and on November 7, 2017, five (5) bid proposals were received and publicly opened at the Southern Regional Wastewater Treatment Plant with the following results:

After thoroughly evaluating the bid proposals for compliance with the contract documents, Hazen and Sawyer, P.C. staff determined that the lowest bidder, TLC Diversified, Inc., is the lowest responsive and responsible bidder.
A Notice of Intent to Award related to the project was posted on the City of Hollywood website, in DemandStar on November 20, 2017 and resulted in no bid protests.
The Department of Public Utilities requested a proposal from Hazen and Sawyer, P.C. to provide construction administration services during the construction phase of Clarifier No. 5 & No. 6 Rehabilitation.
Hazen and Sawyer, P.C. submitted a comprehensive proposal for construction administration services for Clarifier No. 5 & No. 6 Rehabilitation in an amount not-to-exceed $98,733.00.
Hazen and Sawyer, P.C. and the City of Hollywood have a Professional Services Agreement for General Engineering Consulting Services for Water Treatment Plant, Wastewater Treatment Plant and infrastructure projects, approved by the City Commission by Resolution No. R-2017-283 on September 20, 2017.
The agreement has a provision for insurance and indemnification that meets the City’s requirements and gives the City the right to terminate for convenience.
The Administration recommends that the City Commission authorize the appropriate City Officials to execute the attached contract between TLC Diversified, Inc., and the City of Hollywood in the amount of $1,651,010.00 for the construction of Clarifier No. 5 & No. 6 Rehabilitation at the Southern Regional Wastewater Treatment Plant, and to execute the attached Authorization to Proceed for Work Order No. H&S 18-02 between Hazen and Sawyer, P.C. and the City of Hollywood for construction administration services, in an amount not to exceed $98,733.00.
Funding has been provided via Resolution No. R-2017-295 which continued the appropriation for previously approved capital projects from FY 2017 to FY 2018.
Funding is available in account number 42.4000.85898.536.006301 and 42.4000.85898.536.003121.
It is estimated that the time period to complete this work is 480 days from the Notice to Proceed date;
