Explanation:

On March 20, 1991, the City Commission passed and adopted Ordinance No. O-91-16 which created Section 34-15 to provide for the administration of a combat automobile theft program (“C.A.T.”).  Ordinance No. O-91-16 was enacted to effectuate the C.A.T. program established in Section 316.008(6), Florida Statutes, and provided that the City’s Crime Watch Coordinator administer this program.  Section 316.008(6), Florida Statutes, gave the local governments the discretion to adopt such a program; however, such program is not mandatory.  The C.A.T. program was established in order to assist in the deterrence of motor vehicle theft.  Section 34-15 is currently in the Hollywood Code of Ordinances as Section 70.05.

 

The City’ Police Department has been reviewing its various programs and has determined that although the C.A.T. program was established in 1991, this program has not actually been utilized since its inception.  Since investigative tools have developed over the years and there are more viable avenues to deter and resolve motor vehicle thefts within the City, the City’s Police Department is recommending that the C.A.T. ordinance be repealed.
