Staff Recommends: Approval of the Attached Resolution

Explanation:

Lee Street from 20th Avenue to 21st Avenue and from Dixie Highway to 22nd Avenue routinely experiences flooding after regular rain events.

North 28th Avenue from Hollywood Boulevard to Polk Street and Van Buren Street from 10th Avenue to 11th Avenue routinely experiences flooding after regular rain events.

In an effort to mitigate this condition, the Department of Public Utilities staff determined that the best and most reasonable course of action is to provide drainage improvements at these locations.

The Department of Public Utilities staff prepared the project scope, technical specifications, and construction documents.

On August 8, 2017, the Department of Public Utilities staff advertised the project soliciting qualified construction services, and on September 26, 2017, six (6) bid proposals were received at the Office of the City Clerk and were publicly opened at the City of Hollywood Southern Regional Wastewater Treatment Plant with the following results:

                     No.                     Bidder                     Total Bid

1                     RG Underground Engineering, Inc.                     $360,170.00

2                     JVA Engineering Contractor, Inc.                     $371,458.00

                     3                     Citytech Construction, Inc.                     $422,815.10

4                     Miguel Lopez Jr., Inc.                     $429,900.00

                     5                     Man-Con, Inc.                     $509,496.00

                     6.                     Envirowaste Services, Inc.                     $544,050.50

After thoroughly evaluating the bid proposals for compliance with the contract documents, the Department of Public Utilities staff determined that RG Underground Engineering, Inc. is the lowest responsible and responsive bidder.

A Notice of Intent to Award related to the project was posted on the City of Hollywood website and DemandStar on October 3, 2017 resulted in no apparent bid protesters.

The Department of Public Utilities staff recommends that the City Commission authorize the appropriate City Officials to execute the attached contract between RG Underground Engineering, Inc. and the City of Hollywood, together with such nonmaterial changes as may be subsequently agreed to by the City Manager and approved as to form and legality by the City Attorney, in the amount of $360,170.00.

Funding has been provided via Resolution No. R-2017-295 which continued the appropriation for previously approved capital projects from FY 2017 to FY 2018.

Funding is available in account number 43.4000.12262.538.176301.

The estimated construction time for this project is five (5) months from the Notice to Proceed date.
