Explanation:
The Parking Division requires an agreement with a qualified firm to provide a comprehensive parking study on the Barrier Island and the Lakes Community.

On August 8, 2017, a Notice of Bid Availability for RFP-4559-17-JE was posted on the City's Website, advertised and sent to 3792 firms and viewed by 49 vendors on Bidsync.com in accordance with Section 38.42(A)(1) of the City's Purchasing Ordinance.

RFP-4559-17-JE was opened at 3:00 P.M. on August 31, 2017, and resulted in a response from two (2) firms as follows:

? Timothy Haas & Associates Miami, Florida
? Walker Parking Consultants Tampa, Florida

The evaluation of the proposals was based on the criteria as established in the RFP: Statement of Qualifications, Preliminary Scope of Services, Ability to Meet Project Schedule, Previous Experience, Consultant Team, Total project Cost and Local Preference.

The proposals were evaluated by three (3) committee members consisting of the Parking Administrator, CRA-Transportation Planner and the Chief Parking Administrator of City of Delray Beach.




After the proposals were evaluated, the Evaluation Committee scores were tallied to arrive at the tied scores below and the Evaluation Committee requested both firms be invited for oral interviews:

? Walker Parking Consultants 274.0

After the oral interviews, the resultant scores were compiled to arrive at the rankings, lowest score is the highest ranked as follows:

1. Walker Parking Consultants 3.0
2. Timothy Haahs & Associates 6.0
