Explanation:

The City Commission supports the completion of missing sidewalk networks and designated bicycle lanes along the City’s roadway system to provide safe pedestrian and bicycle pathways to protect residents from the traveling public, and in furtherance of these initiatives, has enacted legislation embracing the “Complete Streets” concept in support of these mobility initiatives.

 

The Broward Metropolitan Planning Organization (Broward MPO) obtains federal funding to be appropriated towards mobility enhancement projects. Through the Department of Public Work’s efforts, the Broward MPO designated full project federal funding towards the Hollywood Package No. 2 Project No. 431770, providing for the construction of bike lanes. Sidewalks and pedestrian safety improvements within varied neighborhoods along:

 

                     N Park Road from Hollywood Blvd to Johnson Street; widening to construct 4’ bike lanes with 1 ‘buffer

                     S Park Road from Hollywood Blvd to Washington Street; widening to construct 4’ bike lane with 1’ buffer.

                     35th Avenue from S Rainbow Drive to Johnson Street; Sharrows or shared bicycle lanes on existing roadway 

                     Fillmore Street from 62nd Avenue to SR 7; construct 5’ sidewalk where missing.

                     Intersection of Polk Street and N 24th Avenue, ADA ramps, crosswalk stripping, countdown pedestrian signal and lighting upgrade.

                     Hollywood Blvd, East of 28th Avenue, mid-block crossing safety upgrades.

                     Polk Street from N 56th Avenue to N Circle Drive, Sharrows or shared bicycle lanes on existing roadway.

                     N Rainbow Drive from N Circle Drive to N 35th Avenue, Sharrows or shared bicycle lanes on existing roadway.

                     N Circle Drive from Polk Street to N Rainbow Drive; Sharrows or shared bicycle lanes on existing roadway

                     Van Buren Street from 56th Avenue to S Circle Drive; Sharrows or shared bicycle lanes on existing roadway

                     S Rainbow Drive from S Circle Drive to dead end; Sharrows or shared bicycle lanes on existing roadway

                     S Circle Drive from Van Buren Street to S Rainbow Drive; Sharrows or shared bicycle lanes on existing roadway.

 

In an effort to optimize project implementation and provide cost and time savings, the City, Broward MPO and the Florida Department of Transportation (FDOT) agree delivery of the design, construction and project management services for the two above referenced projects is best provided for by FDOT.  The City must endorse FDOT’s delivery of projects which fall within the City jurisdictional right of way. Both projects are in the preliminary design stage and will come back to the City Commission for approval after the design is complete and the public outreach to the affected communities is performed.

 

Staff will include in the back-up the City’s Overall Bikeways Plan identifying the locations of existing bike lanes facilities, the proposed bike projects being endorsed for implementation by FDOT under this Resolution; other Broward MPO earmarked bike lane project initiatives, as well as the long range bike lane initiatives.
