Explanation:
Currently the Department of Parks, Recreation and Cultural Arts rate schedule and fees are spread out among several Resolutions previously passed and adopted by the City Commission.

City staff has reviewed the multiple resolutions for the Department of Parks, Recreation and Cultural Arts rate schedule and fees and have determined that in order to minimize confusion and simplify the process for those users of the Departments various facilities, activities and programs, the establishment of a new cohesive rate schedule and fee structure should be established.

Staff has surveyed surrounding municipalities to obtain the prevailing fees and rates, and have found that the City's fees need to be updated and adjusted in several service areas.

It has been determined that many of the surveyed agencies use a range rate when dealing with golf and marina fees, based on their dependence on many variables that can change quickly throughout the year such as weather, economic climate and facility capacity.

The Department has also determined that several fees that have not been used in many years should be eliminated and or replaced by more equitable fees as based on similar fees charged by surrounding municipalities.

The Department of Parks, Recreation and Cultural Arts (PRCA) has from time to time, proposed changes to the various fees in order to help recover a portion of the expenses budgeted annually which supports the PRCA's current recreation programs and events.
