Title

A Resolution Of The City Commission Of The City Of Hollywood, Florida, Approving The Application To Rename Hood Street To Hope Street.

Body

Staff Recommends: Approval of the attached resolution

Explanation:

Subsection 155.14(H) of the City of Hollywood, Code of Ordinances provides for the City Commission approval of naming and renaming of streets and City facilities and for the establishment of application fees and procedures by resolution of the City Commission.

The City Commission established a Policy for the Naming and Renaming of Properties, Facilities, Parks, Streets and Memorials by Resolution R-2005-89, amended subsequently by R-2008-084, R-2009-037, R-2012-197 and R-2017-076.

On June 21, 2017 an application and fee of $2,000.00 was submitted by Linda Anderson and Laurie Schecter seeking to rename Hood Street to Macon Street.

At the July 3, 2017 meeting, the City Commission passed a motion to waive the provision in the Policy under Public and Private Streets, Section II(A)(7) requiring the support for the street name change by fifty percent (50% plus one (1) of the property owner of records who return the ballots mailed out by the City for this application.

On July 11, 2017 the Review Committee evaluated the application and determined that application was consistent with the criteria set forth in the Policy for Naming and Renaming of Properties, Facilities, Parks, Streets and Memorials.

On August 30, 2017, the City Commission considered the three applications and passed R-2017-266, which declared the City Commission’s intent to rename Forrest Street, Forrest Drive, Hood Street, and Lee Street.

A Workshop was held on October 18, 2017 during which the members of the City Commission were supportive of the names: Freedom Street, Freedom Drive, Hope Street and Liberty Street.

On October 19, 2017, Mrs. Schecter and Mrs. Anderson amended their applications seeking to rename Forrest Street to Freedom Street, Forrest Drive to Freedom Drive, Hood Street to Hope Street and Lee Street to Liberty.

The applicants understand the policy provides that the applicant shall bear all additional costs associated with the renaming of the streets, including but not limited to, the cost of City mailings, recording, administration, and the cost of all road signs.  Complete funding for name change must be paid prior to the commencement of any work.

The City Commission shall make a final determination on granting or denying the application.  All applications must be approved by a 5/7 vote of the City Commission.

Or the City Commission may by a 5/7 vote, exempt itself from these procedures or waive these guidelines for any reason, except that the proposed naming procedures initiated by a City Commissioner cannot waive public notice and City Commission agenda requirements.
