Explanation:
The Police Department desires a one-time purchase & delivery of Glock (pistol) firearms and accessories to replace the current firearms that are worn as a result of years of in service.
As part of the bid requirements Police Department is offering all qualified bidders the ability to provide a trade-in allowance for 360 firearm (pistols) which will decrease the overall cost of the new firearms purchase.
On August 22, 2017, Notice of Availability of Bid Number F-4560-17-JE was posted on the City’s Website, advertised and sent to 1851 firms and viewed by 44 vendors on Bidsync.com in accordance with the City’s Purchasing Ordinance, Section 38.42(A)(1).
Bid Number F-4560-17-JE was opened at 3:00 P.M. on September 7, 2017, and resulted in responses from two (2) bidders:
Lou’s Police Distributors $219,133.30
Hialeah, Florida (Trade-in value: $86,400.00)
Bid Total: $132,733.30
GT Distributors, Inc. $223,748.30
Austin, Texas (Trade-in value: $135,648.00)
Bid Total: $88,100.30
GT Distributors, Inc. was determined to be the lowest responsive, responsible bidder to provide the firearms and accessories to include the greatest trade-in value to the City.
After all Bids received were evaluated, the Acting Chief of Police and the Director of Procurement and Contract Compliance recommend that the City Commission approve the issuance of a Purchase Order to GT Distributors, Inc. for a one-time purchase of firearms and accessories in the overall amount not to exceed $223,748.30, however, the cost to the City could be $88,100.30 if the trade-in allowance is finalized.
Award is subject to the City’s receipt and approval of all insurance certificates required by the City’s Risk Manager, and indemnity to the City.
The City reserves the right to cancel this agreement with or without cause.
Funding will become available in an account(s) to be established by the Department of Financial Services, subject to the approval by the City Commission of the FY 2018 Law Enforcement Forfeiture Funds (LETF) Funds.
