Explanation:

The Broward Metropolitan Planning Organization (Broward MPO) has adopted “Commitment 2040”, their “Long Range Transportation Plan” (LRTP) and has funding available from the Federal Highway Administration (FHWA).  This has set the stage for a new more streamlined program for funding local mobility projects.  The Broward MPO has established the “Complete Streets and Other Localized Initiatives Program”.  The mobility projects include complete streets projects.

 

The City of Hollywood has been looking to fulfill a long term vision for the future of the State Road 7/US 441 corridor and a complete streets project would meet that vision.  By breaking the corridor down into four (4) areas/zones with the submittal of four (4) separate applications, the City can maximize its potential for obtaining the Federal funding available for these projects. 

 

The City of Hollywood intends to apply in November 2017 for the $2,000,000.00 award from the Broward MPO for each of the Complete Streets Projects that are estimated to cost no more than $2,000,000.00 for each of the four (4) geographical areas/zones.  The City would be required to fund Project contingencies in the estimated amount of $960,000.00. These “Complete Streets” Project would be implemented along City maintained local streets bordered by the State Road 7 corridor within the following areas/zones: 1) Beverly Park Sidewalk Networks (Florida’s Turnpike to the West, State Road 7 to the East, Pembroke Road to the South, and Washington Street to the North); 2) Hollywood Beach Heights & Hollywood Country Estates Sidewalk Network (State Road 7 to the West, North 56th Avenue to the East, Johnson Street to the South, and Taft Street to the North) and; 3) Sheridan Park & Hollywood Acres Sidewalk Network (State Road 7 to the West, North 56th Avenue to the East, Taft Street to the South, Sheridan Street to the North) and West Park Road Bike Lane from SR-7 to Johnson Street.

 

The Broward MPO requests a Resolution of Support from the City of Hollywood in order for the City’s application in November 2017 for the Complete Streets and Other Localized Initiatives Program to be accepted and evaluated for ranking. The ranking by the City to be used by the MPO when selecting from multiple projects from one applicant shall be as follows:

 

1.                     Beverly Park Sidewalk Network

2.                     Hollywood Beach Heights & Hollywood Country Estates Sidewalk Network

3.                     Sheridan Park & Hollywood Acres Sidewalk Network

4.                     West Park Road Bike Lane from SR-7 to Johnson Street

 

 

The City’s portion of the grant funding match, approximately $960,000, is not currently contemplated in the 5 year Capital Improvement Plan adopted per resolution R-2017-289 on September 27, 2017.  If the program is approved and accepted by the Broward MPO, then funding will become available by deferring another planned capital project and reprogramming the funding in a future year’s Capital Improvement Plan to the State Road 7 Corridor Complete Streets project.
