Explanation:

The 2007 Water System Master Plan identified the need to replace the existing high service pumps at the Water Treatment Plant.

                     

On June 15, 2015, the City Commission passed and adopted Resolution No. R-2015-165 which approved the issuance of an Authorization to Proceed to Malcom Pirnie/Arcadis U.S., Inc. for professional engineering design, permitting, and bidding services related to the Water Treatment Plant High Service Pump Station Upgrade project.

 

On May 22, 2017, the Department of Public Utilities staff advertised for construction services and on July 24, 2017, four (4) bid proposals were received and opened with the following results:

On July 25, 2017, the low bidder, Florida Design Contractors, Inc. notified the City of a $139,500.00 omission error found in the purchasing of the mechanical package.

 

Florida Design Contractors, Inc. withdrew their bid due to this error according to Section 00 10 00, Instruction to Bidders, Number 14, entitled “Bidding Errors”.

 

After thoroughly evaluating the bid proposals for compliance with the contract documents, Arcadis U.S., Inc. staff determined that the second lowest bidder, R. J. Sullivan Corp., is the lowest responsive and responsible bidder.

 

A Notice of Intent to Award related to the project was posted on the City of Hollywood website and in DemandStar on August 8, 2017, and resulted in no bid protests.

 

The Department of Public Utilities requested a proposal from Arcadis U.S., Inc. to provide construction administration services for the Water Treatment Plant High Service Pump Station Upgrade project.

 

Arcadis U.S., Inc. submitted a comprehensive proposal for construction administration services for the Water Treatment Plant High Service Pump Station Upgrade project in the not-to-exceed amount of $431,590.00.

 

Arcadis U.S., Inc. and the City of Hollywood had a Professional Services Agreement for General Engineering Consulting Services for Water projects, which was approved by the City Commission  pursuant to  Resolution No. R-2003-002 on January 8, 2003, the agreement was amended pursuant to Resolution No. R-2012-152 on June 6, 2012; renewed by the City Commission pursuant to Resolution No. R-2013-110 on May 1, 2013 for a two year term; and renewed by the City Commission pursuant to Resolution No. R-2015-068 on April 1, 2015 for the final two year term.

 

On September 20, 2017, the City Commission passed and adopted Resolution No. R-2017-283 which ranked consulting engineering companies to  provide  Professional Consulting Engineering  Services  related to  Water Treatment Plant and Wastewater Treatment Plant projects for  a four (4) year term.

 

The agreement has a provision for insurance and indemnification that meets the City’s requirements and gives the City the right to terminate for convenience.

 

The Administration recommends that the City Commission authorize the appropriate City Officials to execute the attached contract between R. J. Sullivan Corp., and the City of Hollywood in the amount of $4,859,000.00 for the construction of the Water Treatment Plant High Service Pump Station Upgrade, and to execute the attached Authorization to Proceed for Work Order No. ARC-17-02 between Arcadis U.S., Inc. and the City of Hollywood for construction administration services, in the not-to-exceed amount of $431,590.00.

 

Funding for the High Service Pump Station Upgrade was made available by adoption of R-2017-295 which continued the appropriation for previously approved capital projects from FY2017 to FY2018 and these funds are available in account number 42.4000.75413.536.006301 and 42.4000.75413.536.003121.

 

The estimated construction time for the Water Treatment Plant High Service Pump Station Upgrade Project is five hundred (500) calendar days from the Notice to Proceed date.
