Explanation:

 

CRA staff identified two areas, each of which is above and below the Mean High Water line, within the Beach CRA district that have severe erosion conditions and other areas above the Mean High Water line outside the Beach CRA district that also have severe erosion conditions.

 

On October 21, 2008, the CRA passed and adopted R-BEACH-CRA-2008-19 for the CRA’s sponsorship of the Beach Renourishment Construction and Monitoring Project (The “PROJECT”) located approximately at DEP Monument R-122.

 

On September 24, 2009. the CRA passed and adopted R-BEACH-CRA-2009-25 for the CRA’s sponsorship of the PROJECT located approximately at DEP Monument R-108.

 

On July 21, 2010., the CRA passed and adopted R-BEACH-CRA-2010-38 reaffirming the CRA’s continued sponsorship of the PROJECT located approximately at DEP Monument R-108 and DEP Monument R-122.

 

Resolution No. R-CRA-2017-17 authorized the appropriate CRA Officials to issue an ATP to Applied Technology and Management Company (ATM) to provide engineering services for truck hauling beach renourishment project.

 

The Project includes the truck haul placement of approximately 92,000 tons of beach fill in two segments of beach.

 

ATM. prepared the plans and specifications for the Project No. BCRA 09-029 (“Project”) and the Project was publicly advertised by the CRA for bids on August 31, 2017.

 

Three (3) bids were received and publicly opened at 2:00 P.M. on Monday, October 9th, 2017, and the results are as listed below:

 

Eastman Aggregate Enterprises, LLC                       $3,924,451.26

 

2.  Ranger Construction Industries, Inc.        $3,971,599.80

 

3.  Phillips and Jordan, Inc.                                                                $5,082,809.89

 

After all Bids received were evaluated, the Executive Director of the CRA found the bid submitted by Eastman Aggregate Enterprises, LLC to be the lowest responsive, responsible bid, and the Executive Director of the CRA recommends the award of this contract to Eastman Aggregate Enterprises, LLC in the amount not to exceed of $3,924,451.26.

 

The permit conditions require the CRA to provide monitoring services for 3 years after completion of the beach renourishment.

 

ATM provided the attached proposal for the 3 years monitoring services in the amount of $532,525.00.

 

After reviewing the monitoring services proposal the Executive Director of the CRA recommends the issuance of Authorization To Proceed to ATM in the amount of $532,525.00.

 

The necessary funds for this project are available from the CRA Public Beach Sand Renourishment account number 63.0100.22059.554.006312.
