Explanation:
All existing continuing consulting engineering contracts will expire on September 30 2017.
The Department of Public Utilities needs to retain the professional services from engineering consulting firms to address the necessary capital projects in an expeditious and effective manner has not changed.
The Department of Public Utilities followed the procedures established in the Florida Statute 287.055, Consultants’ Competitive Negotiation Act (CCNA), and the City’s Procurement Ordinance to advertise for statement of qualifications for professional consulting engineering services for water and wastewater projects.
On June 12, 2017, the City of Hollywood, Office of the City Clerk and the Department of Public Utilities received statement of qualification packages from seven (7) consulting engineering firms for professional consulting engineering services related to water and wastewater projects.
The seven (7) engineering companies that submitted statement of qualifications were:
1. Arcadis U.S., Inc.
2. Black & Veatch Corporation
3. Brown and Caldwell (Corporation)
4. CDM Smith, Inc.
5. Hazen and Sawyer, P.C.
6. McCafferty Brinson Consulting, LLC
7. Tetra Tech
The Department of Public Utilities assembled a diverse selection committee composed of seven (7) highly qualified professionals.
Members of the selection committee met on July 19, 2017 for the first time to evaluate statements of qualifications and to short-list the participating consulting firms.
In a letter to the City on August 3, 2017, CDM Smith, Inc. withdrew their participation in the oral presentation phase of the process.
Members of the selection committee met again on August 28, 2017 to listen to oral presentation from the short-listed firms and to complete the ranking process.
The selection committee completed the evaluation process and ranked the firms following the stipulated guidelines in the request of qualifications package.

The Request for Qualification (RFQ) stated that three (3) consulting firms will be selected.
The members of the selection committee recommended the first four (4) consulting firms be selected as the third and fourth ranked firms’ final score are very close to each other.
The professional engineering consulting services will be provided by the selected consulting firms on an as needed basis.
The Department of Public Utilities recommends that the City Commission authorizes the appropriate City Officials to execute the attached continuing consulting engineering contracts with the four (4) highest ranked consultants to provide professional consulting engineering services related to water and wastewater projects.
