Explanation:

The Department of Development Services, Building Division, requires a pool of qualified contractors to provide demolition work on an as-needed basis.

 

On May 18, 2017, Request for Qualifications (RFQ) Number RFQ-4521-17-RL was electronically advertised via bidsync in accordance with the City’s Purchasing Ordinance, Section 38.42(A).

 

Bidsync successfully electronically invited 2,705 potential vendors.

 

As of the RFQ due date, fifty-six (56) potential vendors viewed the solicitation on bidsync.

 

RFQ-4521-17-RL was opened at 3:00 p.m., on June 14, 2017, which resulted in responses from the following eight (8) proposers:

 

Alliedbean Demolition, Inc - Fort Lauderdale, FL

The BG Group, LLC - Boca Raton, FL

Chin Diesel, Inc - Pembroke Pines, FL

Cross Environmental Services, Inc. - Zephyrhills, FL

Rick Hamann & Son Demolition, Inc. - Davie, FL

A B Knight Construction & Development, LLC - Pompano Beach, FL

Miami Wrecking Co. - Oakland Park, FL

Thunder Demolition Inc. - Miami, FL

 

The submittal from Thunder Demolition Inc. Was determined to be non-responsive as it did not include include Reference Forms, the Hold Harmless & Indemnity Form, the Non-Collusion Affidavit, the Sworn Statement on Public Entity Crimes, the Certification Regarding Debarment and Suspension Form, the Drug-Free Workplace Program Form or the Solicitation, Giving and Acceptance of Gifts Policy Form.

 

Evaluation of the proposals submitted for the Demolition Contractor Pre-Qualification List was based upon the criteria as established in the RFQ as follows: Summary of Experience, Pre-Qualification Questionnaire and Project Experience.

 

On August 15, 2017, an Evaluation Committee consisting of the Chief Building Official, the Community Development Manager and Chief Building Inspector met to evaluate the seven (7) responsive proposals:

Cross Environmental Services, Inc. - 273 points

Alliedbean Demolition, Inc. - 260 points

Rick Hamann & Son Demolition, Inc. - 255 points

Chin Diesel, Inc - 254 points

Miami Wrecking Co. - 247 Points

A B Knight Construction & Development, LLC - 152 points

 

The Evaluation Committee is recommending award to the six (6) highest rated contractors:

 

The BG Group, LLC

Cross Environmental Services, Inc

Alliedbean Demolition, Inc.

Rick Hamann & Son Demolition, Inc.

Chin Diesel, Inc

Miami Wrecking Co.

 

                                          The contract term shall be for a period of three (3) years, and the City may renew for two (2) additional one (1) year periods.

 

                                          The pool of qualified contractors will be utilized by the City to demolish one (1) and two (2) family dwellings up to three (3) stories and commercial buildings up to four (4) stories.

 

The Director of the Development Services Department and the Director of Procurement & Contract Compliance have recommended that the City Commission authorize the appropriate city officials to utilize the six (6) shortlisted contractors listed above to provide Demolition Services.
