Staff Recommends: Approval of the attached Resolution

Explanation:

Approximately 45% of the City’s water customers are without sewer.

Department of Public Utilities staff determined the need to install sanitary sewer in the Royal Poinciana neighborhood.

The City Commission agreed with the Department’s proposed plans to install sewer in the Royal Poinciana area during the June 21, 2017 City Commission Septic-to-Sewer Conversion Workshop.

The City requested a proposal from Tetra Tech, Inc. to provide professional engineering services for the design, permitting, bidding, and construction services for the proposed sewer system.

Tetra Tech, Inc. and the City of Hollywood have a Professional Services Agreement for General Engineering Consulting Services for water and sewer infrastructure projects, and this agreement was approved by the City Commission by Resolution No. R-2009-214 on July 15, 2009; renewed by the City Commission via Resolution No. R-2013-110 on May 1, 2013; renewed by the City Commission via Resolution No. R-2015-068 on April 1, 2015; and this agreement has a provision for insurance and indemnification that meets the City’s requirements and gives the City the right to terminate for convenience.

The Administration recommends that the City Commission authorize the appropriate City Officials to execute the attached Authorization to Proceed for Work Order No. TTH 17-02 between Tetra Tech, Inc. and the City of Hollywood, together with such nonmaterial changes as may be subsequently agreed to by the City Manager and approved as to form and legality by the City Attorney, in an amount not to exceed $498,990.00.

It is necessary to amend the approved FY2017 Capital Improvements Program as more specifically set forth in Exhibit A, attached hereto and incorporated herein by reference.

The tasks included in the proposal will be implemented in phases and the design services will be completed in approximately nine (9) months;
