Explanation:
The Police Department, the Public Utilities Department, the Office of Parking and the Department of Parks, Recreation and Cultural Arts require a contract for Uniformed, Armed and Unarmed Security Guard Services at their facilities.
On February 1, 2012, the City Commission passed and adopted Resolution Number R-2012-033, authorizing the issuance of a blanket purchase order to Tactical Protection Corporation of Miami, Florida as the primary vendor, and the issuance of a blanket purchase order to Regions Security Services, Inc. as the secondary vendor, to provide uniformed, armed and unarmed security guard services - Citywide, in accordance with Bid F-4264-11-RD, for a two (2) year period with the right to renew for three (3) additional one (1) year periods.
Tactical Protection Corporation was notified on August 30, 2012, and again on September 7, 2012, of the City’s concerns regarding unsatisfactory services being provided and on September 17, 2012, Tactical Protection Corporation notified the City in writing that they would like to terminate their service contract with the City of Hollywood.
Procurement Services recommended terminating Blanket Purchase Order B002354 awarded to Tactical Protection Corporation due to the vendor’s request for termination.
On January 14, 2014, Regions Security Services, Inc. began, as the primary vendor, to provide uniformed, armed and unarmed security guard services - Citywide.
On February 19, 2014, the City Commission passed and adopted Resolution Number R-2014-037, authorizing the issuance of a blanket purchase order renewing the agreement with Regions Security Services, Inc. as the primary vendor, to provide uniformed, armed and unarmed security guard services - Citywide, in accordance with Bid F-4264-11-RD, for a one (1) year period.
On February 18, 2015, the City Commission passed and adopted Resolution Number R-2015-040, authorizing the issuance of a blanket purchase order renewing the agreement with Regions Security Services, Inc. as the primary vendor, to provide uniformed, armed and unarmed security guard services - Citywide, in accordance with Bid F-4264-11-RD, for the second one (1) year renewal period.
On February 3, 2016, the City Commission passed and adopted Resolution Number R-2016-019, authorizing the issuance of a blanket purchase order renewing the agreement with Regions Security Services, Inc. as the primary vendor, to provide uniformed, armed and unarmed security guard services - Citywide, in accordance with Bid F-4264-11-RD, for the third and final one (1) year renewal period.
On February 13, 2017, the City Manager approved a ninety (90) day extension to Blanket Purchase Order B002355 via recommendation Memo PR-17-055, which included a five (5%) percent price increase.
Regions Security Services, Inc. continues to provide security guard services to the City of Hollywood in a satisfactory manner and has agreed to extend this contract for a second ninety (90) day period under the terms and conditions of Bid Number F-4264-11-RD.
Regions Security Services, Inc. continues to provide security guard services to the City of Hollywood in a satisfactory manner and has agreed to extend this contract for an additional sixty (60) day period under the terms and conditions of Bid Number F-4264-11-RD to allow time to finalize the award of the new solicitation for Security Guard Services.
The City Manager or his/her designee is hereby authorized to extend, for operational purposes only and for a maximum of 90 days, any contract entered into by the city pursuant to City Commission approval and any further extensions of such contract require the approval of the City Commission.
The participating Departments and the Director of Procurement Services recommend that the City Commission approve the issuance of the attached Blanket Purchase Order extending the agreement for an additional sixty (60) day period with Regions Security Services, Inc. of Doral, Florida for an estimated annual expenditure of $64,000.00.
Purchasing Ordinance 38.40 (C) (8) provides that purchases of, and contracts for, supplies or contractual services, when the City Commission declares by a five-sevenths (5/7ths) affirmative vote that competitive bidding is not in the best interest of the City, are exempt from the competitive bidding process.
The extension is subject to the City’s receipt and approval of all insurance certificates required by the City’s Risk Manager.
Funding for the attached Blanket Purchase Order has been provided for in the fiscal year 2017 budget in various Account Numbers.
