Explanation:

The three existing 1000 horsepower medium voltage (4160V) solid state reduced voltage soft starters were installed with the compressors at the Cryogenic Plant at Southern Regional Wastewater Treatment Plant (SRWWTP) as part of Oxygen Generation System Upgrade project in 2007.

 

The Cryogenic Plant has experienced many failures associated with the three medium voltage solid state reduced voltage starters.

 

The three medium voltage solid state reduced voltage starters are critical to the proper oxygen supply to the biological process at the Southern Regional Wastewater Treatment Plant.

 

The implementation of this project is of an emergency nature because the compressors for the Cryogenic System currently lack the regulatory-mandated standby capabilities and if the only working soft start unit is to malfunction, the Southern Regional Wastewater Treatment Plant would have to spend several thousands of dollars a day to meet its treatment requirements by hauling liquid oxygen.

 

On March 2, 2017, the City Manager approved the issuance of an Authorization to Proceed to Hillers Electrical Engineering, Inc. for the design, permitting, and bidding services for the Cryogenic Compressor Soft Start Replacement at the Southern Regional Wastewater Treatment Plant in accordance with the Professional Services Agreement.

 

On May 17, 2017, Department of Public Utilities staff advertised for construction services, and on June 8, 2017, two (2) bid proposals were received and publicly opened at the Southern Regional Wastewater Treatment Plant with the following results:

After thoroughly evaluating the bid proposals for compliance with the contract documents, Hillers Electrical Engineering, Inc. determined that the lowest bidder, Mills Electric Service, Inc., is the lowest responsive and responsible bidder.

 

A Notice of Intent to Award related to the project was posted in the City of Hollywood website and in DemandStar on June 13, 2017, and resulted in no bid protests.

 

Section 287.055(3)(a)(1), Florida Statutes, provides that in cases of valid public emergencies certified by the agency head, the public notice requirements for professional services are excepted.

 

The Department of Public Utilities requested a proposal from Hillers Electrical Engineering, Inc. to provide technical services during the construction phase of the Cryogenic Compressor Soft Start Replacement project.

 

Hillers Electrical Engineering, Inc. submitted a comprehensive proposal for technical services during the construction phase of the Cryogenic Compressor Soft Start Replacement project in an amount not to exceed $16,000.00.

 

The Department of Public Utilities recommends that the City Commission authorize the appropriate City Officials to execute the attached contract between Mills Electric Service, Inc., and the City of Hollywood in the amount of $346,233.00 for the construction of the Cryogenic Compressor Soft Start Replacement at the Southern Regional Wastewater Treatment Plant, and to execute an agreement between Hillers Electrical Engineering, Inc. for technical services during the construction phase of the project, in an amount not to exceed of $16,000.00.

 

It is estimated that the time period to complete this work is 210 days from the Notice to Proceed date.

 

It is necessary to amend the approved Fiscal Year 2017 Capital Improvement Program as set forth in Exhibit A.
